(2)This rate kicks in at 1.25% for any amount
OVER 1000, and only for the amount it goes over 1000... so a $1200 item would
have $200 subject to that percentage.

(5) if items winning bid falls somewhere between
$25 and $999, the fee is calculated from $25... The first $25 is calculated
at the 5% fee rate.
